I was about to play a tournament and noticed that i would start at 2 over par, why is that?

Because your not very good at the game yet. I would start at 17 over par.

There used to be 4 LSPN tournaments, now there are 3 most of the time. 2 are scratch tourneys ( meaning no strokes) the PLSA and the CLSC, 1 is handicapped thus the name. The handicap is designed to even the playing field. The better one shoots the more strokes they have to overcome, the worse one shoots the less strokes.
