CANNOT HOST GAMES

Have latest version of explorer. Can create a game etc but just cannot connect... have diables firwall and added all programs relating to links to exceptions.

which firewall? and i'm not too sure what 'added all programs relating to links to exceptions' means.

For xp firewall, you can add programs to the "exception " area to allow them to go through without totally disabling your xp firewall

Do you have a router? If so have you followed the port forwarding instruction in the sticky thread that describes the process
