delected shortcuts come back after deletion

Hi there

A friend is having this problem and we do not know how to fix it. He had a lot of shortcuts on desktop and deleted all of them then emptied the recycle bin. When he reboots they all come back. Has anyone every seen this happen before or does anyone know how to help resolve this problem.

try rebooting into safe mode and then delete them there.

or he has multiple computer accounts, and he's deleting shortcuts from the desktop on one account, then booting to another, e.g. the default login.
