All I can suggest is to:
1. Ensure you're at the correct site: http://test.lspn.net
2. Ensure you click on the "I am 13 or over" link;
3. Ensure your email address used is valid
4. Ensure that there was no typo in the address.

You did enter BOTH of the sets of letters, didn't you? I was a bit surprised to see that, but if it stops spammers, all the better! I think I received my email within a minute or two of submitting.
