If you look above this post you see tabs, if read they answer most questions except how to beat Roy Higgi.
That said the answer to your question is you need to complete 3 tourneys to qualify for a handicap, you have 2 to choose from... the CLSC and the PLSA. Mix and match as you wish, just remember 72 holes must be played in a tourney for it to count.
