Why does one player start under par while the others at even

Checking the standings after one round at "Reopening The Tour #4" and noticed one player was starting off under par while everyone else were starting off at even par. Any explanation for this?

My guess is that the player he was looking at was playing a round at the time and he didn't notice on the right he may have been on hole 1,2,...etc.

Just my guess.

He played round 1 and shot -13 he then quit at some stage during round 2 and took a 2 shot penalty hence the -11 showing, obviously that is his revised score for the start of his second round - look at his finished score and you will see the 2 shot penalty showing in his numbers. He's not cheating it's in the rules to have a redo for a 2 shot penalty each time, some players have 2 & 3 redo's meaning 4 or 6 shot penalties.

So one can take a mulligan for an entire round, and it's only a two-stroke penalty?
